PressureinCongressisrapidlygrowingtorespondtotheLeft-leaningtiltofuniversitiesbyincreasingtheexcisetaxontheirendowments. There’snodoubtthatforlegislatorsconcernedaboutboththequalityofeducationandlookingforawaytoraiserevenuewithoutincreasingtaxrates,endowmentssuchasHarvard’s$50billionorYale’s$40billionendowments,buoyedbytax-exemptgifts,areaninvitingandnotinappropriatetarget.ArkansasSenatorTomCottonhasproposedaone-timetaxonsuchlargeholdingsinordertoraise$16billion. Butthere’sanothersimilargroupofendowmentsthatshouldgetCongressionalattention:thefast-growingfinancialholdingsofthelargestprivatefoundations,whicharebothalmostallultra-Progressiveandevenlessaccountablethanuniversities.Ford,Bloomberg,MacArthurandtheirkindon’thavetorelyon
